Mr. Chandra Bose established the Provisional Government of India on October 21, 1943 with the support of the Japanese government. He attended the Great Eastern Asia Conference as an observer.

He said that the Conference’s Joint Declaration will be a charter for the nations of East Asia and, moreover, a charter for oppressed nations worldwide; history may well show that the charter will be one of liberty, beginning in 1943 and for times thereafter.
